Does not include those who came and lived in NC for work or student visas. Student visas at the embassy in Moscow issued NZ per year 300-500. It seems that the same order number and working visas. Ie we can say that roughly another 1,000 Russian are in NZ on temporary visas, but that does not greatly alter the final figure.
