Welcoming the report, Mr Quinn said "We live in a country which has changed and is changing that fact. Is generally accepted now that need more variety in the primary and I am delighted to have partners willing to welcome this. The key question now is how best to this diversity and to promote development. Report of the Advisory Group will help us in this complex area. "
The Minister thanked the independent members of the Advisory Group, Professor John Coolahan, by the numbers Group Chairman, Dr Caroline Hussey and Ms. Fionnuala Kilfeather for the great work and commitment they have shown to the Forum.
The Minister said: "This report provides an insight into the history and evolution of patronage in Irish society. It also shows the need for primary systems need to adapt to the needs of a more diverse by the numbers society ".
247 submissions were received from interested groups, from parents by the numbers and from the community and are considered by the Advisory by the numbers Group. Were the primary pupils and former primary school students also participate in the consultation process.
The report notes that while 96% of denominational education provision at primary level education because of the historical development of primary by the numbers education in Ireland, it is clear that there is a greater demand for new forms of schooling and non-shainchreidmhĂ­ ilchreidmhĂ­, as well as demand more more schooling through.
Minister Quinn said: "It should be the parents' choice of the biggest concerns we all would. For many years now, has transformed the political, social, economic, cultural, demographic and educational seen on Irish society. Must reflect the changing society in the provision of primary and must meet the increasing diversity. "
Quinn asked the Minister for Education Partners and stakeholders to examine the report and consider the recommendations therein. The Minister is doing his own reflection on the findings and recommendations of the report and it is intended to give an official response in May.
Possible recommendations of the Advisory Group to share broadly into three main areas: divesting patronage rather stable population and demand for diversity in Irish primary schools deal more to promote inclusion in all schools, including Schools 'Individual' option can not be entrusted by the numbers to the patronage of another body
The report recommends a variety of patronage achieved by the numbers by the existing stock of schools in areas where the population is stable to use. Where collection of denominational schools but that parents want to have an alternative school patronage available, the report proposes that the transfer of patronage with the assistance of the Department.
The report recommends to be careful by the numbers on approach 'big beat' and suggested that change should be done in stages patronage, through catchment-based approach to take, taking into account the parents' choice.
